Bioassay division of CIL undertakes the analysis of Insecticides, weedicides, Fungicides, Herbicides and Biopesticide samples referred by the court of law, Insecticide Inspectors of Central and State Government notified under the Insecticides Act, 1968 and other government agencies as well as samples received from CIB & RC for pre-registration verification (PRV) of samples.

The pesticides samples analyzed in the packaging and processing division of CIL is free of cost.

(i) Toxicity evaluation of pesticides by conducting Acute Oral /Dermal LD-50 toxicity Studies on wistar albino rats.
(ii)Providing farmers field training on the safe and judicious use of pesticides.
(iii) Maintaining Animal House of wistar Albino rats. These rats are care, breed and issued for Toxicity Studies.

What are the samples analyzed by packaging and processing division?

Packaging and processing division analyze the pesticide samples sent by state insecticide inspector or state agriculture department notified under Rule 5 (C) of the Insecticides Act 1968 for verification of label claims, leaflets & packaging.

What all documents have to be sent to CIL along with the pesticide sample for analysis?

What all documents have to be sent to CIL along with the pesticide sample for analysis?

The sample(s) to be analyzed should be accompanied with a copy of duly filled Form V(C), V(D) and V(E) bearing information like TECHNICAL NAME OF FORMULATION, BATCH NUMBER, DATE OF MANUFACTURING, DATE OF EXPIRY, DATE OF SAMPLING, CODE NUMBER/IDENTIFICATION MARK and STATE OF PACKING (i.e whether in original packing or loose sample), QUANTITY/VOLUME of sample(s).

The covering letter/information slip should be properly marked whether the sample is for First Analysis or Re-analysis and should bear complete details of the sender like Full Name & Designation along with complete postal address (district, taluka/zila details etc. with pin code, name of state, etc.), contact number and/or e-mail id and details of payment made (UTR No., date and amount).

The sample(s) should be sent properly packed and sealed. Sample(s) sent to CIL without bearing the seal of Insecticide Inspector, Agriculture Officer, or any other officer concerned shall NOT be accepted and not taken up for analysis. Also, sample(s) received after its date of expiry shall NOT be entertained and not be taken up for analysis.

For PRV 9(3) following things should be clearly mentioned:
1. Method of analysis
2. Details of specification
3. Proper signed letter
4. Cheklist of sample should reflect date of Manufacturing, date of expiry, formulation quality, volume etc.

The sample (s) should be sent properly packed and sealed. Sample (s) sent to CIL without bearing the seal of Inspector, Agriculture Officer or any other officer concerned shall NOT be accepted and not taken for analysis.

a) Pesticide sample with original leaflet.
b) Copy of certificate of registration issued by CIB&RC Faridabad.
c) Copy of Approved label and leaflets issued by CIB&RC
d) In case of any change in the address of manufacturing unit copy of endorsement letter issued by CIB& RC
e) Complete postal address with pin code of Insecticide inspector / sender for timely dispatch of the test report.
f) Email of sender to dispatch report via email.

The samples along with any communication must be addressed to:-

a) For First Analysis:

The samples can be sent through registered parcel/post or delivered by hand at the reception of CIL.

Any enquiry pertaining to analysis of samples sent to CIL may be communicated on the respective addresses mentioned for First Analysis & For Re-Analysis, along with all requisite details like Full Name & Designation with complete postal address (district, taluka/zila details etc. with pin code, name of state, etc.), contact number and/or e-mail id and technical details of the sample like technical name of formulation, batch number, date of manufacturing, date of expiry, date of sampling, code number/identification mark with date of sample sent to CIL (MOST IMPORTANT).

The analytical fees can be paid ONLY by online transfer mode (NEFT/RTGS) with the following details:

As per Gazette Notification No. 892 dated 13.12.2018, the testing fees for all pesticide formulations has been revised based on their method of analysis. The testing fees structure for analysis of Chemical and bio-pesticides sample/ samples is/are as follows:


“FEES FOR TESTING OR ANALYSING THE SANPLES OF INSECTICIDES OR BIOPESTICIDE
1. Testing fees by following analytical technigues for samples of insecticides whose active ingredient is known.

(I) Gas chromatography - Rs. 6500/ sample
(II) High performance liquid chromatograph - Rs. 7500/ sample
(III) UV-visible Spectrometer - Rs. 5500/ sample
(IV) Fourier Transform Infra –Red Sepctrometer -Rs. 6000/ sample
(V) Titrimetric - Rs 4000/ sample


2. Testing fees for sample of bio-pesticide whose active ingredient is known - Rs. 4000/ sample.


3. Testing fees to test presence of registered bio-pesticide of below mentioned Bio-origin from bio-product sample whose active ingredient is not known.
(I) Nuclear Polyhedrosis Virus or Granulosis virus only - Rs. 2000/ sample
(II) Bacteria only -Rs. 2000/ sample
(III) Fungi only - Rs. 2000/ sample
(IV) For (I), (II) &(III) - Rs. 6000/ sample


4. Testing fees for analysis of samples of insecticide or bio-pesticides whose active ingredients is not known.
(I) Liquid Cromatography- Mass Spectrometer - Rs. 15,500/ sample
(II) Gas Chromatograph – Mass Spectrometer - Rs. 10,500/ sample


5. The fees for test or analysis in respect of insecticide or bio-pesticide or any formulation other than the ones specified in the Schedule shall be specified by the central Government or by any other officer authorized in this behalf from time to time”.
